Hiria 3.1 Application for retailers

Hiria 3.1 The tool is part of the Hiria 3.1 cooperation framework, which seeks to promote shopping in the city.

Over 3,500 retailers in the three main Basque cities now have the option to access a software application that will assess their degree of compliance in such matters as the quality of service, data protection, the prevention of occupational hazards and others...as well as provide them with assistance in the procedures they need to follow to keep up-to-date and be more competitive.

Hiria 3.1 ConvenioThis tool, designed by Bilbao Dendak, SShops Donostia and Gasteiz ON, consists of four modules that have been arranged to facilitate the retailers' activities in the aforementioned areas. One of the modules contains links to the websites of the local council and Basque Government featuring current legislation. Access may be made through the platforms' websites, and there is no charge for member retailers.

This is the first step in a series of projects that are being developed by the platforms for urban retailers in the three main Basque cities, within the framework of "Hiria 3.1" cooperation, as an umbrella scheme that will cater for all of them. The ultimate goal is to provide support for urban retailers and furnish them with the tools required to adapt to today's new scenario.

  • UNE 175001-QUALITY
Those retailers that are members of Bilbao Dendak will have a tool for assessing their quality of service by means of a quick and easy test.
This test, which is called the Kalidómetro, will present retailers with several recommendations to which they will be required to answer whether or not they uphold them in their businesses, whereby the degree of compliance with these recommendations can be rated at the end of the test.
The quality section of this application is governed by the guidelines laid down by the UNE 175001 Standard.
  • Spain’s Organic Law on Data Protection (LOPD)
Regarding the module on Spain’s Organic Law on Data Protection (LOPD), the application provides a simple and straightforward way of creating members’ data files of a personal nature and processing them with the Data Protection Agency (Agencia de Protección de Datos), as well as for helping to draft the security document for holding personal data files. This means that retailers will find it easy to comply with official legislation on data protection.
  • Occupational Risk Prevention (ORP)
The Hiria 3.1 application also has a section dedicated to the Law on Occupational Risk Prevention, where quick and easy-to-use wizard software will guide those businesses with fewer than 6 employees, and which have undertaken a basic course in ORP, through the process of drafting their risk prevention plan, as well as generate the documents required by the Basque Occupational Health & Safety Institute (OSALAN) for the proper submission of their Prevention Plan.
  • REGULATION
Finally, this system includes a series of links to websites that feature the bylaws of the local councils of Bilbao, San Sebastian and Vitoria, as well as to the Basque Government’s own website, in order to provide retailers with access for any consultations they may need to make. This feature will help retailers to know and uphold current legislation.
